HP Photo has been pretty good to me. They used to have a free print offer but I'm not sure anymore.

i use snapfish right now for all of my film developing, although i used to use:
http://www.searsphotos.com/
and only switched to snapfish b/c of some deal i saw...either are top notch in my book.
