They should extend this to ALL veterans, not just active duty and members of the American Legion.

You must be reading this differently than I am... there are three groups mentioned (note the comma placement):
1) Members of the American Legion,
3) active duty military
...my only question would be - how do I prove I'm a veteran (since I didn't retire, I don't have an ID anymore)
