I have done this 30+ times and works great. No need for a OS loader or anything.
Before installing Win98 boot your system with a floppy disk to DOS mode and FDISK your HD so that you create a FAT32 partition to install Win98 on. Win98 usually formats and installs itself on the whole HD. If you have a 20GB drive then use 10GB for 98 and 10GB for XP.
Install Win98 on C: then install WinXP on the remaining part of the drive. One thing I don't recommend though is installing XP on the same drive as 98 and always use NTFS for XP as it is faster and more reliable.
Win98 on C: FAT32
WinXP on D: NTFS
When you finish installing XP and reboot you will see a menu appear asking which OS you want to load, WinXP on top and Windows 98 on the bottom.
For dual booting Linux and WIndows you will need a OS loader, something like BootMagic but I believe you could get something from the Linux world free to do this. I have wanted to try something like this but never enough time.
Cheers,
