CDs can't read DVDs. You must first have a DVD player in your PC

If you are talking about converting DVD to VCD/SVCD, use DVD Copy Plus.

check out http://www.doom9.org/ they have all sorts of guides of converting movie DVD's into vcd's/svcd's/divx/and xvid formats which you can then burn onto a cd... (divx and xvid provide higher quality than vcd's, but can't be played back on a dvd player unless if it were to have special decoders built in)
