I had the same kind of problem when I installed my MS Explorer USB mouse. I just called MS Tech Support and we went through everything and it turned up one file was missing from my WIN setup. I just had to import that file. I don't remember what file it was.

I would just call them up and they could probably walk you through it and find your problem. I was kind of surprised myself that they figured it out. Took about 15 minutes.

what usb controller chipset do you have? if it is via (or if you have an amd k6-ii processor), there is an update to win98 se that will solve an timing problems present. however, if this is not the case, i can only suggest to get the latest bios for your motherboard and try reinstalling the usb controllers through device manager.
