u mean physical places/location or web? Hotline is pretty good for it if u mean web.

VCDs themselves are not illegal.... unaurtozised "backups" are....

VCD - video CD it is like laserdisc but not as good in quality. it is popular in asia. they ARE LEGAL just ripped ones are not.
