which is to say, it is a referal program -
but it looks like you just have to register to get the magazines.

Does that mean they get to pick any arbitrarily small number of people to actually get this deal?

I believe it means they run different programs with different prizes (I remember signing up here and thought I was offered something different, like $10 cash).
