Oh, right, I should have clarified
It benefits me because I'm not actually paying for the $5 that I'm sending you - you're allowed to send up to $5 of your "Gift Fund" to each person. The $5 gifts that I send out aren't coming out of my pocket, they're coming out of PayMe.com's pocket, so when I sign someone up, PayMe.com give them $5 and me $5.

Wait, isn't that exactly the deal that PayPal is offering, or am I missing something? Do they get $5 total, or $10 total?

Yup, same deal - but with PayMe, it's necessary to "send" the money from the gift fund they provide you, whereas with PayPal you just click a referrer's link.
