If you're running Windows XP, go to your Display Properties, and then Appearance, click Effects, and choose ClearType under Font Smoothing and it helps with the way LCDs display text (makes it easier to read). Sorta makes it blurry but somehow it works well.
I don't know if there's really any other customization options...if you have Photoshop installed you can run the Adobe Gamma control panel plugin. I think that's about it. Most people run LCDs at 1280x1024 and I think usually the refresh rate is 85.
After you enable ClearType, visit Microsoft's ClearType Tuner to tweak it and make it look even better.

Note: Some people dont use cleartype.
Resolution should be naturally set if you are using DVI.

ps:12 ms could be better than 16 ms depending on how it is measured. Grey to grey is the slower measurement.
