My fencing coach once took a team there for a competition. She had to get official government approval in order to go. And like your sister, she says the border gaurd gives her some grief when they see the stamp in the passport.

I've never been, but I've had some friends go, either through Canada or Mexico or wherever. Evidently, someone, I'm not sure who, makes a mark on some page of the US passport in lieu of a true visa stamp. This tips off the Customs agents stateside who will ask you if you've been to Cuba and remind you that lying to them is a felony that carries a big fine and prison sentence.
That said, if a medical conference were held in Cuba, as they occasionally are, I'd love to get State Dept. clearance to go. I'm sure I'd only see the "luxurious" areas that the Cuban govt allows us to see. Sorta like when Americans were allowed into E. Germany back in the day. You could see the nice, pretty, Western-looking areas, but you were prohibited from seeing the REAL E. Germany.
And Cuban cigars are overrated.

My cousin went to cuba on a medical mission while she was in med school. After the fact she told us that they were monitoring their communications so she couldnt actually say any of the things she wanted to about the state of the country.
Honestly, I dont think they will open it up until after Castro is dead. Their reasons for keeping the embargo in order is more about keeping the Cubano's happy and not recognizing Castro. It will be interesting to see what happens when he is gone.
