There was not anyone around to ask, but this looks like a Storm Chaser car. It is heavily armored and it shape as well as its low to the ground design would seem to be a good design if you wanted to play around tornados with less risk of getting picked up. They have a bunch of tornado logos painted on the side- like an airplane showing its kills. Some are different colors- maybe reflecting different strengths of storms encountered. There also looks to be antennas for perhaps either communication or measurements. The big question to me is why is this in Pacific Beach? We do not tend to have such storms around here and I would guess that it does not get much mileage so you would probably want to keep it near to the storm areas like Oklahoma. Still it is one of the unexpected things you can see if you just look around! Maybe I should go back sometime when there are some ominous clouds in the area and see if I can get a more interesting shot of it. But always take a shot if you see one- even if it is not great. You man not get another chance. If you do great- if not, at least you got one.

I bet the gas mileage is super. Especially if he drives it from California to Tornado Alley on a regular basis, seeing as it's cal tagged.
